Is SD3.5 blur controlnet supported?

I scaled the image by 1.5x and replaced VAE Encode and VAE Decode with Tiled VAE Encode and Tiled VAE Decode. I didn’t change any other parameters, but the resulting image quality is really poor. Moreover, it’s only a simple 1.5x upscaling of the original image, yet the generation time is approximately 10 times longer than before.
