Window isn't resize-able in wayland

The problem

Title is self-explanatory. Mouse cursor doesn't change to resizing handle when at window border, making the window unresizeable.

Issue is at electron v32.

There is a PR for fix just opened yesterday. https://github.com/electron/electron/pull/46155 . But being such an old issue, I don't think it'll be backported to v32. The PR has target tags of 33 to 36.

So looks like option for fixing it in github-desktop is to downgrade to electron v31 or upgrade to >=33 when fix lands.
