I believe that only owners can add or remove members, the admin role is for repo administration like, archiving and renaming.

Ok, I can reproduce it now. If it helps temporarily, things seem to work with 6.0.0-dev.

I hope this finally fixes it... but since it _is_ a Heisenbug, we'll have to see.
