Create structure to deploy kubephp using Helm Chart

What does this implement/fix? Explain your changes.

It will provide GitHub actions to build the images, push to GitHub Registry and a release process to serve a chart repository on Github pages (must be enabled on repo settings by choosing a theme). Also comes with the chart template configured with kubephp containers.
