Use a PR version of toml4j library

I found while trying to get comments working using the Toml format that there exists a PR version of the Library currently being used that adds the ability to create comments thru annotation. It seems to work as I tested by creating a copy of the Toml4jConfigSerializer class with the shadowed version from the PR.
