Enhancement: Link New Work Item

Hi, first of all, this is amazing work, thank you so much!

I would like to specify a work item ID to link to the PR, is that possible? It currently supports linking work items from the source branch which is great, but we usually create a work item to track the release preparation and link it to the release PR as well.
