re-order code repository structure

The code repository has perl at the top level, with any other folder also 
existing at that level.  

Projects like Strawberry Perl have top level folders for perl, c, cpan, win32 
etc.  

It will simplify things, e.g. for an eventual cpan distro, if all the perl 
specific folders and files went into a perl folder under the top level.
