Shake time behavior for when garbage is landing while the screen is already shaking.
if a garbage block "B" lands on a garbage block "A" whose shake is not yet complete, that garbage block B restarts the shake time, with the greater of initial time to shake of A or B, and any subsequent garbage block C that lands before B's shake time is done will yet again restart the shake time, with the greater of C's shake time or the time B was initially set to shake for, even if B's shake time was inherited from A
