release build for Windows ARM

Would you like to add release builds for Windows on ARM(aarch64-pc-windows-msvc). Currently I've just cargo install the crate and it works well on such machines. After all aarch64-pc-windows-msvc is now a Tier 1 target of Rust.

GIthub Actions now provides a runner os of windows-11-arm, so it should be as easy as just extending the build job matrix with that runner os(no cross needed).

As for winget packages, I have no experience but they do support distributing packages with different architectures.
