Update the "claim" screens button layout

Overview

1. The new "claim" screen currently has two buttons in step 1.
2. We can remove "cancel" in this step, since the user can just click the back arrow to cancel, or close the window.
3. The blue "Confirm Claim" button can become the standard width we use for the other blue buttons, and span the length of the modal, while still within the standard padding around the edges.
4. Will need to make sure that it scales nicely with mobile as the screen gets smaller.

Acceptance Criteria

The claim modal displays only one button on the first step for "Confirm Claim".
