question related to background process

Hi, after applying the user-defined fcm heartbeat interval from the app to Android system.

Does the app require a permission to stay in background in order to work properly?

Or it's just a one-time change for some value under FCM setting (without root permission asked?) which doesn't require the app itself remaining in background?

I apologise if the question I asked being amateur.
