building file via pip-compile, better and more runable when installing with pip or docker-compose to avoid package conflict

Just check, AttributeError: module 'keras.utils.generic_utils' has no attribute 'populate_dict_with_module_objects' invoked with latest tensorflow version, might need to specify tensorflow version to early one like 2.1 or something
