How to set a background

I tried it (first in Chrome and later in IE and Firefox, to be sure) and it did not work.

Does the picture chosen need to be in a certain format? If yes, which one?

Steamking, it used to display web-hosted images with .gif, .jpg, .bmp, and .png extensions in my experience. But a month ago, there was a back-end update, I believe? Since then, it stopped working for me.
