Still shows on startup with the checkbox unchecked

The "Show this page on startup"checkbox is unchecked, but it still shows on startup every time

🌴 Visual Studio Code Version : 1.56.2 🌴 Code Settings Sync Version : 3.4.1 🌴 Standard or Insiders : Standard 🌴 Portable or Installed : Installed 🌴 OSS or Official Build : Official 🌴 Operating System : Windows 🌴 Occurs On: startup 🌴 Proxy Enabled: no 🌴 Gist Id: Not relevant I think, will be added if needed

📰 To Reproduce Steps to reproduce the behavior:

1. disable show page on startup
2. restart vscode
3. see the page is still shown

💪 Expected behavior The checkbox should work as labled

I'm also encountering this issue, it has occured in all locations that I have synced by settings to including a Windows 10 OS and a PopOS (Linux) installation.
