[Feature Request] Ask before submitting

Hello,

I was wondering if it would be possible to add an option for the script to ask before submitting a new issue. I have been playing around with a few different combination of mods the last few days and I have had to remove my Github credentials from the config file each time as to not submit multiple identical issues of unknown mods.
