CLI - be able to provide all params directly (as alternative to json file path)

Maybe this mode could be simpler (single project) - `npx tact myContract.tact --output somePath` and project name could be the name of the tact file.

Provide an API/example on how to compile using JS

Related to #15 - if this the API, it should allow passing in the config directly and not rely on a file system. This way we could run tact compilation...
