I have an idea how to fix all these problems. At the stage of creating the database, make a check for the NPC faction completing the quest and correct the faction of the quest for the NPC faction (this is logical, otherwise how can you complete the quest with a hostile NPC?) It is very unlikely that there will be errors in the database related to the NPC faction. In addition, with the help of such a check, you can immediately find all the database errors and create a common Issue for all quests.
