Ubuntu PPA for simple-obfs

Hi @madeye :wave:

Would you consider adding packages for simple-obfs to the existing shadowsocks-libev PPA or to a new PPA under your username?

I would be grateful to have Ubuntu 16.04 binary releases to install instead of having to build simple-obfs from source myself.
