Why does GFW pollute DNS using only foreign IP range?

Note: This is part of the effort to research and understand the behaviors and design rationale of GFW.

Why not pollute using domestic IP range as well to make it more "random"? Understanding of this question is critical to the design of anti-DNS-spoof techniques (e.g. ChinaDNS).

污染随机返回国内ip，这正是我所担心的，虽然chinadns出了基于ECS的2.0版本理论上可以完全规避污染问题并且确保国内外线路优化，但是 Google DNS 的精确度还是不太靠谱。
