Why does TV version not support xchacha20-ietf-poly1305?

Is your feature request related to a problem? Please describe. I've found that the TV version does not support xchacha20-ietf-poly1305, since the master branch already add xchacha20-ietf-poly1305 back, I see no reason why we do not add xchacha20-ietf-poly1305 back.
