Inconsistent hovers in the Cards example

There are two select-like looking components in this example. One opens a more complex dropdown with search (Owner/Member in Team Members), and the other is a simpler Select (Can edit in Share this document).

I would have expected both to have the same hover interaction because the controls look exactly the same and both open a type of select UI. But the hover effect changes background only in the first section, and not the other.
