docs: add guide for use with Rsbuild

This PR adds the guide for using shadcn/ui with Rsbuild. Rsbuild is the Rspack powered build tool. There's also an example in rspack-contrib here https://github.com/rspack-contrib/rspack-examples/blob/main/rsbuild/shadcn-ui/README.md.
