Improvement: "Tooltip" not functioning properly with "Command"

OS: macOS 14.2.1 Browser: Arc Version 1.28.0 next: 14.1.0 severity: Low

Steps to Replicate:

1. Set a Button component (which should be a Tooltip Trigger) to trigger Command Component
2. Click on the button, and remove the cursor away from the Button
3. Close the Command by clicking anywhere outside of it
4. Hover over the Button, the tooltip won't appear on the first attempt
