[Feature] Improve CI Efficiency

Motivation

Our current CI pipeline is overloaded with too many workloads. To improve efficiency, we can leverage [HAMi](https://github.com/Project-HAMi/HAMi) for parallel execution of performance-unrelated tests. Additionally, we plan to refactor the existing CI logic to optimize the overall workflow.
