This ticket is getting long in the tooth. I don't know what the situation is with GDAL 3.5.0 or 3.6.0.

I think it's nuts that images and overviews could be laid out differently, but agree that something like this is required when they are not.

It's too late for new features, but this would be good for Rasterio 1.1.
