UTF-8 problems

When using Russian language in html it renders it as questions instead. I have tried with angular universal switched on and off. Still the same.

This is what I get whenever I use Russian (at least I think it's Russian...) in the html. I may also be misunderstanding the problem. It might also help if you made a repository with the code that demonstrates the problem you're having.
