You have to click the unlock button (not visible in your screen-print). After that you can change the ratio.

Is the rest of the crop mode working (rotate, shrink, expand, etc.) as expected? How about the Region Mode button? Clicking on that, does it bring up the 3 region...

Not really sure, but it could be one of a couple of things. Perhaps a Java version that you are using. Do you know which Java version you are using....

Note: I get the same results when I run on an Ubuntu 23.10 Live CD.
