Are there any plan to support MicroPython with a uastral version?

Not until you asked the question. I'm now looking into it but the answer is possibly/probably yes.

Are UTC only dates/times good enough? i.e. none of the time zone related calcs

Reviving a dead subject, here, but I would be greatly interested in an MPY port as well. And i could work around UTC only ;)
