It's not possible without the `for_each` currently.

Any approach that fits your needs is acceptable. For sure, using `for_each` makes the config more condensed, so if the proposed block fits your needs - go with it.

After using snowflake_tag_association to set tag on account, subsequent terraform plan/apply fail with "error listing tag associations".
