Clarify "Resource Management" in docs

Resource Management encompasses both reservations of resources for a particular connection (or other purpose), and real-time state updates. The latter involves keeping track of entanglement partners, fidelity, etc., whereas the former is the domain of the muxing system (circuit switching or whatever).

Make the docs reflect this distinction more clearly. Might also involve updating some terminology in comments or code itself.
