Gate time and Measurement time

Increasing realism to the simulators:

Although most of the simulations we care about in QuISP currently don't really need the gate time. In the future, it might be necessary to include the gate time. Especially the CNOT and CZ gates time which usually have a significantly longer time than single qubit gates.
