Lacking of qubit initialization/reset time

As mentioned by @zigen some weeks ago

If we want the behaviour of QuISP at the hardware layer be closer to the real world, we should add qubit reset time/initialization time.

As a bonus, we could also add gate time and measurement time as well but this has a lesser impact on the total throughput of the Bell pair.
