Support for non-Pauli error in the Stabilizer simulation

Requested Feature:

Currently, the non-Pauli errors such as relaxation, excitation, and photon loss are only supported by the error basis model. In order to simulate a closer model to near-future Quantum Internet, we would want all backend to support non-Pauli errors.

Things to be done:

Documentation on how this works, mathematical models should be listed in either wiki or doc folders. Also, the functionality to be added in the QuISP.
