Translation Layer for Protocols

Feature Description:

To be able to say that QuISP is a simulator capable of testing multiple architectures and protocols. We need to be able to have a translation layer or abstract the protocol out of the QRSA.

Possible Implementation/Solution

I would suggest that we have a translation layer for each protocol/architecture we want to support. So at the end we still run using RuleEngine/RuleSet but the protocol specified from the users are in the format of NetQASM or architectures proposed by Deflt teams (Link layer by Delft and NetQASM)
