Project overview doc link should be for "view" rather than "edit."

Describe the bug In the footer there's a link to project information, and that page's first button links to the "edit" version of the project overview link.

Expected behavior It should link to this instead: https://docs.google.com/document/d/1b4ct3YOURBCzlZQTqyGOXM8w4m_tQJ94rAd1eV8KG4E/edit?usp=sharing

Additional context This prevents people from inadvertently editing the page for everyone. Once they join the project, they can have access to edit.
