Standardize the Y-axis on charts for easier comparison

Is your feature request related to a problem? Please describe. Dynamic scaling in our chart components provides for consistently beautiful charts for when looking at counties individually, but if I want to compare one county to another, the dynamic scaling is deceptive.

Describe the solution you'd like When I select a county from the dropdown picker, I want the chart scale to maintain the same scale, so that visual representations are consistent. This becomes necessary if we implement "per 10K" displays.
