How do I open the input remapper application?

I have successfully downloaded the file and downloaded it but cannot open it as it is not available in the app menu.

Need more information. At no point in your question did you state you INSTALLED the program.

Also, what file did you download? Mark the thread SOLVED if you figured it out.
