Change "Family" to "Household" and allow people to exist in more than one Household

• [ ] admins can add a person to a household
• [ ] people can exist in more than one household
• [ ] a household can have more than one address

When people are in the process of moving, they sometimes have more than 1 address. There are also some households who have a summer home. Could we allow for more than one address per household?
