本科毕设独创性声明下方签字的居中问题

这个版本的seuthesis-utf8.cfg文件里的\seudeclare命令中，对独创性声明和使用授权说明下方的签字都是使用了flushright命令，所以偏右了，和学校的模板不一致，因此可以将其替换成center，这样就居中了
