fix "there are no tasks to pause" if only true second time.

i run pause twice to make sure pause all 5 workers. but it is strange to see (paused 5 tasks) followed by (there are no tasks to pause). problem is it is also strange if there is no output because there are no tasks to pause the first time.
maybe its just as simple as saying "there are no MORE tasks to pause if running the second time?
