What is the OS of the droplet?

To clarify - you're running Vagrant from within a DigitalOcean droplet?

Please provide a snippet from your `Vagrantfile` of the machine in question. Is SELinux enabled? When the machine is up can you SSH into it?

Try removing all of your gems then try agian: `sudo rm -Rf ~/.vagrant.d/gems/ && sudo rm ~/.vagrant.d/plugins.json`

Thank you for your feedback. 120 retries times 10 seconds sleep = 1200 seconds / 60 = 20 minutes.. How long are you proposing?

...on second thought? Is it really that important to halt to update?

Actually - how about just rely on the provision lock?
