[rfe] have homu indicate when it did not understand or ignored a command

I find I often type a command to homu and either get it wrong or the issue is in the wrong state for the command to be acted upon. It would be nice if homu indicated somehow (a new comment, or a reaction, or editing the original comment that had the command) that it ignored the command.
