In Servo, this could be a link to http://servo.github.io/servo-starters/ . In other repos, this could be

• any open, easy-tagged issue without an "assigned" label if the repo has an "assigned" label and an "easy" label
• any open, easy-tagged issue regardless of other tags, if the repo has no "assigned" label
• any open issue, if the repo does not have an "easy" label

I'm actually not certain about how I'd like to go about this yet. I don't think that linking to servo-starters is the most effective thing to do in this situation.

Maybe, for new contributors, we can say something like,

"Thanks for doing this work! You can browse other starter issues at servo starters, or ping us at #servo channel in IRC, and we'll get something for you"
