Highfive doesn't assign people very well sometimes

#103 was supposed to fix #66, but highfive doesn't work for both the cases (1) & (2) sometimes. But, it also does work sometimes. I'm not sure whether this is related to assigning people in general (for instance, jdm had to manually assign KiChjang even after requesting highfive to assign him).

We should investigate and fix this. I'll look into this eventually anyway (so, I'll assign this to myself), but I'm happy if someone wanna have a look at it.
