Publish SMI API charts as a part of release

Describe the proposal Currently, when an SMI spec API is released, the CRD manifests tracked in https://github.com/servicemeshinterface/smi-sdk-go/tree/master/crds are not made available as a charts as part of the release.

This proposal is to make the CRD manifests for the APIs available as a chart as part of the release.

Possible use cases To be able to correctly reference SMI API charts corresponding to an SMI release.

+1 would love to see an SMI chart be cut as part of the SMI release. It'd be nice to import these as a dependency from within an implementation
