change Organisation ID in APP: the ID is not checked if it exists

[Build] docker 17.7 2018/08/28

[Steps to reproduce]

step1: login to app step2: change organisation ID for vmware to "PLATTFORM_OPERATOR" note there is a typo

[Expected result] a error message should be show "organistation does not exist"

[Observed result] The configuration values have been saved successfully.
