Wrong links in mail when create new user for non-default tenant

[Version] BES_MASTER_BUILD_NO_TESTS-23 2017/07/27 in SAML mode

[How to reproduce] Login to non-default tenant (blue portal) Create new user

[Expected result] The user belongs to non-default tenant, so in a mail should be values with tenantID. for example: URL: http://WIN-6SBBEIR7PFH.pl.fsc.net:8080/oscm-portal?tenantID=tenant11 Secure URL: https://WIN-6SBBEIR7PFH.pl.fsc.net:8081/oscm-portal?tenantID=tenant11

[Observed result] The values have not parameter tenantID: URL: http://WIN-6SBBEIR7PFH.pl.fsc.net:8080/oscm-portal Secure URL: https://WIN-6SBBEIR7PFH.pl.fsc.net:8081/oscm-portal

[Details] The user cannot login to links from the mail
