Sample parameter configurator does not handle the parameters with stepped prices correctly

If the price model of the service includes stepped prices for a parameter, this parameter is displayed multiple times in the sample parameter configurator. This is independent of the new feature #614.

With the new feature #614, the stepped prices are not displayed in the sample parameter configurator, instead "free" is written.
