AWS CFN template does not work for K5

[Build] 16.1 fix5 20.01.2017 [Steps to reproduce]

  1. Try to create a K5 Instance
  2. Use delivered template_AWS CFN.yaml
  3. update delivered Technical Service for K5
 - use the TP_Parameters which defined in the template_AWS CFN.yaml
 - delete all other TP_Parameter in the Technical Service.xml

[Expected result] Instance will be created [Observed result] creation failed on K5 [Details] The template_AWS CFN.yaml is not complete.
