Restarting a cancelled service triggers pending charges to be approved automatically

If a service was cancelled with unapproved charges attached to it, restarting it from a cancelled state will trigger auto approval of those pending charges.

Moving to backlog. If the admin wants to restart the service, then workaround is to cancel all the charges first. If Admin wants the charges to be paid after restart, then current functionality is sufficient.
